CPU maximum frequency gets stuck on 33%

It happens about once or twice in a day and after restart is everything OK.

Can't be Windows issue, cause problem existed in win 10 and also after upgrade to win 11.

CPU core temperature has been below 40°C (104.0 °F).

Power plan is set to 'best performance'

Check Task Manager to see what service is hogging the CPU cycles.

 

Consider using SysInternals RamMap utility to see if there is malware causing the issues.

Anything over 90 degrees C is extremely hot.What is the installed processor?

In your country I would not expect to see over 40 degrees C as a norm, unless you are running a stress test.

 

Change the power plan to balanced to see what effect it has.
