It has only been two months since i bought this laptop and the cpu tempratures are constantly at 85 to 95 degrees celcius even when i a m just surfing the web an doing some work on microsoft word. When i open the task manager i see that my cpu clock is at 3.8 GHz mostly even with the utilization of 5%.

I understand that you have and HP Spectre x360 - 13-ae087tu and the CPU overheats. I read that the CPU clock is at 3.8 GHz mostly even with the utilization of 5%. Not to worry, I'll be glad to assist you with this case.
However, I would like to know the following information to assist you better.
- Do you feel that the laptop itself is overheating?
- Is there a dip in the laptop's performance?
- Did any software changes or updates happen on the laptop?
While you respond to that. I recommend you to perform the following steps to isolate the issue and arrive at a fix:
- Power off the laptop.
- Remove the battery out. If the battery is integrated and does not have a latch to release it then leave the battery inside the laptop.
- Disconnected AC adapter from the laptop.
- Press and hold the power button for 15 seconds.
- Reconnect the battery and plug the AC adapter.
- Power ON the laptop.
HP Spectre products offer the option to switch to a lower power CPU state in which the computer runs cooler. The power switching option is different depending on the Spectre model. The two options, selecting the low power mode in the BIOS, or turning on Cool Control using the desktop interface, are very similar. Some of their features are:

Both options for switching to the lower power CPU achieve the same result. The only difference is that Cool Control has a Windows interface.

The default setting for all Spectre products is Performance mode in the BIOS or Off for Cool Control.

Selecting Balanced mode in the BIOS or selecting On in Cool Control reduces maximum power usage resulting in lower system operating temperatures, which causes slightly lower system performance.
The following steps should help in switch cooling options:

Enter BIOS by pressing F10 repeatedly at startup.

Under the System Configuration tab, select System Power Scheme.

Select Balance for the lower-power, cooler CPU mode.

Click Exit Saving Changes. Do not save Default settings because the default is Performance.
