Solved!

CPU stays at base frequency (Turbo Boost does not activate)

Microsoft Windows 10 (64-bit)

Before I updated my bios, there wasnt any problem. Then, i upgraded my ram, keyboard backlight was always on for no reason and i updated my bios. But now, sometimes my cpu get backs to 1GHz (base) And my computer start slowing down. There is not any problem in my power settings. I made CPU power management %100. But it still stick to 1GHz. PC is plugged in.

I reviewed your post and I understand that the computer is getting stuck at the base CPU frequency.

 

Don’t worry, I assure you I will try my best to get this sorted.

 

What is the version of BIOS installed on the computer?

 

Meanwhile, I recommend you install all the Windows updates (Including optional) and check if it helps.

 

Here is how it is done.

 

  1. Select the Start (Windows) button from the bottom-left corner.
  2. Go to settings (gear icon).
  3. Select the Update and Security icon.
  4. Choose Windows Update tab in the sidebar (Circular arrows)
  5. Select Check for updates. If there is an available update, it will begin downloading automatically.

My Bios Updates version is i think sp107533. I downloaded it from HP's website. I updated all my Windows Updates, and know it seems a bit better. But still sometimes pushes back to 1GHz when its a bit hot. But the Fans are in not The Highest Clock. The Power Settings says when its plugged Before slowing down Cpu it is making faster fan clock. I think the problem is in BIOS, i will wait for next BIOS.

Oh! I found why clock speed is dropping. I checked the Clock from the Task Manager > Performance. When I launch a dedicated GPU game, (Like Cities Skylines) it slows down. When i close it, clock goes up again. Is this because of Energy is not enough or something? I really do not understand it. When CPU's clock drops to 1GHz then it can't feed my GPU, so my FPS drops down so much. Is this because of BIOS?

The laptop that you have is not designed for gaming. When you play games they use a lot of resource and power and which cause heat and usually, the gaming laptops will have better cooling solutions to remove this heat from the computer and keep the CPU and the GPU at normal temperatures. However, in your case, when you play games the computer heats up, and that causes the CPU throttling and to save the CPU from any damage from overheating the operating system automatically reduces the CPU speed.

 

The only workaround which I can think of is to use external cooling pads and this should help a little bit.
