Product: hp omen
Operating System: Microsoft Windows 10 (64-bit)

i have an hp omen 15 inch intel i5 gtx 1050 8gb ram laptop. (Intel(R) Core(TM) i5-8300H CPU @ 2.30GHz)  while gaming my cpu can reach between 85-90 degress C on some games. On average when im not doing anything it stays around 50-55. Is this normal for this laptop? what is the maximum temperature this laptop can handle?

100C is the beginning of the danger zone and the laptop will shut down when it gets to the preprogrammed maximum. Obviously you have not hit that yet. Mid-80s is very normal under full load like gaming. The fans probably run full out, right?

Make sure you elevate it a bit to enhance airflow but what you are seeing is within normal ranges.
