After a forced shutdown, My laptop is showing throttling issues. It stuck on 0.4GHz where base speed should have been 1.9GHz. I tried different fixing method:

  1.  Factory reset for BIOS
  2. Hp firmware update

Finally, I installed an application called ThrottleStop, which manually stops the stuck issue and it actually work. But this fix is temporary, so I want a permanent fix, anyone help me.

If possible, backup your important data and in external drive or USB and perform complete fully wipe factory reset. It should help if any power setting, application, etc causing it
