It is not clear to me if your A6-9210 processor (2-Cores, 2-Threads, 2.40 GHz up to 2.80 GHz, 15-watt TDP) as fitted in your HP Pavilion All-in-One - 24-b014a (W2T79AA) could be swapped at all, in any case, the only potential processor upgrade would be an A9-9410 (2-Cores, 2-Threads, 2.90 GHz up to 3.50 GHz, 25-watt TDP), which is also not Windows 11 approved.
Options for Running Windows 11 on Your System:
Since an official CPU upgrade isn’t possible, you have two choices:
Use a Bypass Method to Install Windows 11

Stay on Windows 10 (Supported until October 2025)
- If the PC is working fine, Windows 10 will continue getting updates for a while.
