I have Intel Celeron CPU P4500 @ 1.87 GHz.
Can I replace this processor with a better model?
to increase speed, reduce energy consumption and install a Full HD matrix.
which processor to choose?
I know it must be compatible with my laptop model.

Your HP ProBook 4520s Notebook PC as fitted with the Hewlett-Packard 1411 motherboard, can most certainly be upgraded with a better/faster processor.
From the bottom of the barrel, so to speak, to a far better and nimble processor.
Without further ado, when we look at the HP ProBook 4520s Notebook's manual here: http://h10032.www1.hp.com/ctg/Manual/c02439213.pdf, it sort of appears that this laptop can only accept dual core, 35-watt processors, the Core i7-640M (2.80 GHz up to 3.47 GHz, 2-Cores, 4-Threads) being the best of the so-called "Arrandale" Core CPUs: https://www.cpu-upgrade.com/CPUs/Intel/Core_i7_Mobile/i7-620M_(PGA988).html:

You should be able to upgrade your laptop up to a Core i7-840QM (1.87 GHz up to 3.20 GHz, 4-Cores, 8-Threads). This processor can be purchased very affordably for $38 via a trusted eBay Seller: https://www.ebay.com/itm/402187476573?hash=item5da43dde5d:g:sy0AAOSw4oJefgxP&amdata=enc%3AAQAIAAAA4M....
There you have it. If you go with the Core i7-840QM [DISCLAIMER!] be forewarned that because of the higher TDP, thus producing more heat, your laptop may experience thermal throttling.

And then I realized you don't live in the US: you'll have to find a suitable online eCommerce purchase option in your country.
The processor upgrade suggestions I offered are of course valid.

Ok I will buy a Core i7-840QM (1.87 GHz up to 3.20 GHz, 4-Cores, 8-Threads) 45W (my laptop is rated at 35W TDP).
1. Will this processor fit my bios? 68AZZ Ver. F.61, 04/25/2016.
2. I have windows 7 64 bit. Do I need to change it to another operating system? I heard that windows xp for example does not see modern hardware.
3. Can I replace the HD matrix with a Full HD matrix?
4. Does this new processor consume more power (Wh) than my Intel Celeron CPU P4500 @ 1.87 GHz? For the same tasks. Such as surfing the Internet.
5. I heard that I can control the fan speed with a program. I want to increase this speed. What program do you recommend? I once (on the old bios) downloaded some program. It did not have access to the fan control.

Look, if your laptop were my upgrade project, yes, I would definitely try the Core i7-840QM. All the indices I looked at suggests that it should work.
Now to answer your questions:
1.) Your BIOS is fine -the UserBenchMark User referenced earlier who fitted a Core i7-720QM in their HP ProBook 4520s had the exact same BIOS release-date version:
2.) Windows 7 is fine. I still have it running on an HP ProBook 6560b. Just make sure that at the very least you allow Microsoft's free "Defender" anti-virus App to run in the background. Better still, have a paid anti-virus program subscription such as Webroot. You may want to consider upgrading to Windows 10, as it is still actively supported by Microsoft.
3.) Not sure.
4.) Yes, the new processor (TDP = 45-watt) consumes more power than your Celeron P4500 (TDP= 35-watt), I mentioned this already in my previous post.
5.) I don't use any of these programs, so I don't have experience with them. You could start a new "Notebook Hardware and Upgrade Question" question to see if someone has an idea.

I know that in the power settings you can limit the maximum state of the processor.
But I know that the processor may not support this feature.
Does this core i7 support?
I think to limit it to 70% so that there is no overheating.

That is correct: a very good idea!
- Go to Control Panel
- Hardware and sound
- Power options
- Edit plan settings
- "Change advanced power settings"
- Processor power management
- Maximum processor state and lower it to 70%.
And you are done!
