Your system Software and Drivers page supplies the HP Universal Camera Driver for Windows 8.1 64bit.

The driver is a few years old -- it appears to be the most recent driver for your OS version.

You could try reloading the driver, which MIGHT help -- whether it does so depends on the underlying issue.

If the issue is a "sometimes" affair, it might be the hardware that is causing the problem.

Tiny wires that connect the camera through the display, through the hinges, and to the motherboard might be loose, squished (crimped), or otherwise compromised.  It can happen -- sometimes when the computer is new, sometimes later, sometimes never -- tiny wires can fail.

Less likely, though certainly possible, the camera itself may have problems.
