The problem I see is that your laptop charger (HP part number: 714635-850) powers your laptop through a 4.5mm (19.5V) power jack/connection, and the two power banks you referenced do not have that.

 

In my opinion, the following option would be better suited as you can simply plug in your laptop charger in this power bank. It is priced the same as the Coolnut 60000mAh power bank (19,000.00). Of course, it doesn't look as sleek or esthetically pleasing as the two power banks you asked about, but it will do the job and is more rugged: SARRVAD Portable Solar Power Generator S-150 (150W AC Output, Red Color) 1.89 Kg, 2 DC Ports, 3 USB ....

Can  my laptop  be charged with a type c cable by above mentioned power banks??

No, your laptop cannot be charged through a USB-C port.  Your laptop is charged through a 4.5mm power jack at 19.5 volts. There are no adapter cables that would convert USB-C 5V to a 4.5mm 19.5V jack to the best of my knowledge.
