I have hp pavilion dv 6700 with installed 4 GB Ram
intel r core tm 2 duo cpu t9300 @2.5 GHz

Is it possible to upgrade 4GB ram to 8 or 16 GB ram

I have the same machine hp dv6700). Is the 4GB max memory because of hardware limitations or operating system limitations? The laptop originally shipped with Windows Vista. I believe that had a limitation of addressing only 3 GB of RAM. I am now running Windows 7 Home Premium 64-bit. Does the max 4GB ram still apply?

Its a hardware thing. Vista could address as much memory as you could throw at it but only the 64 bit version. All 32 bit OS'es are limited to somewhere just under 4 gigs. Yours is an old laptop from the days when 4 gigs seemed like a luxurious amount of memory.
