Hello y'all, I have a hp laptop with i5 8th gen  CPU and  8gb of RAM and I do casual gaming on it. I would be really thankful if anyone can tell me if I can allocate more vram, currently it's 128mb. Thank you all.

No the video memory is not adjustable by the user and it would not do any good to change it anyway. Modern integrated video has some memory assigned permanently and can grab additional system memory as needed for video. You are not limited by video memory but by the lack of power in the graphics rendering hardware in the video system.
