According to chapter 1 of the service manual, the USB-C port supports data transfer only.
HP Laptop PC 14-dq2000 - Setup and User Guides | HP® Support
Chapter 2, page 4 of the User guide indicates the USB-C port can only be used to charge small devices.
It will not power on your PC or charge the battery.
