Can I charge my laptop via USB Type-C for my laptop 14-dv0054tu? and why its mention in the website is (USB Power Delivery, DisplayPort™ 1.4, HP Sleep and Charge?

1 SuperSpeed USB Type-C® 10Gbps signaling rate (USB Power Delivery, DisplayPort™ 1.4, HP Sleep and Charge) |
port.
You should be able to charge your machine using a compatible USB-C charger. Your machine is perfect match with HP USB-C Gen 5 dock which allow you to use single cable option.

That means you use a lower wattage rating charger . Your machine needs 65W charger, you need a charger with wattage rating 65W or over.
I'm using HP USB-C Gen 5 dock now. I only need 1 cable from machine to the dock and connect everything to the dock. I can close the lid and power on my machine.
