I bought HP Envy 13-ba1047wm from Walmart and tried charging it with a battery pack that supports Power Delivery but nothing happened. Does the laptop not have Power Delivery?

I have the same laptop as yours and yes you can charge via usb c port. Your battery pack probably doesnt support PD that's why its not working. If you buy a PD 65W charger from amazon then it will work.

which says NOTHING about its USB-C port. The manual says it has one USB 3.2 Gen 2 Type C port. I believe its port is the same port of my machine which is SuperSpeed USB Type-C® 10Gbps signaling rate (USB Power Delivery, DisplayPort™ 1.4, HP Sleep and Charge port.

 

Hope that was the case and if Yes, you can use a compatible USB-C charger to charger your machine. Your battery pack MUST have around 65W of power.

That page was useless but it is a thunderbolt 4 port, there is a thunderbolt management software as well.
