I want to know if I can connect a USB-C 20W Max output to the USB-C to charge the laptop?

What is your PC 15-er0000 (23T75AV)  ? No specs available

From its manual,, it requires 65W or 45W charger. 20W is too weak, it may charge your machine overnight, off or idle.

You can plug and see, it won't work anyway. Laptop PC 15-er0000 (23T75AV) is the generic name for a set of machine. Your machine could be something else.

 

HP has newway to group machines together therefore finding what is REAL model/product of a machine would be a nightmare. Generally you can use

No, the port has self check step, you can safety plug to your machine.
