Can I increase My CPU speed from 2.1GHz to at least 2.4GHz with clocking ? If increased is there any harm to it

What is your 15-ec0xxx ?  For example

 

             HP Pavilion - 15-ec0013dx

 

The above machine also has  AMD Ryzen™ 5 3550H with Radeon™ Vega 8 Graphics (2.1 GHz base clock, up to 3.7 GHz max boost clock, 6 MB cache, 4 cores) processor. I will increase up to 3,7GHz when required .

 

You can't increase its base speed from 2.1GHz to 2.4GHz.

THERE IS NOTHING EXCEPT 15-ec0xxxx , I have 4 GB graphics also can i increase it ?

No, you can't increase VRAM for dedicated video and integrated video.  Please use the following way to find out the model/product of your machine
