I bought an HP 15-bs2xx as a Black Friday deal 2 years ago. It has basically been a paperweight for 2 years. It's so slow I can barely turn the computer on. Maybe something is wrong with it, but I imagine the processor is so slow it's worthless. Could I upgrade the processor? Would it even be worth upgrading the memory?

No, you can't upgrade processor/cpu of your machine. You have to replace the whole system board (if available) which contains
(a) Motherboard,
(b) CPU with integrated video,
(c) Dedicated Video card (if applicable),
(d) Operating system (you can't reuse old license).
All above 3 or 4 components are on one piece of hardware called System board.
For RAM, you should be able to add RAM to it but I need to know what is your HP 15-bs2xx ? For example
