The message: "Detection Not Available - The PC you are currently using does not match the PC you have selected..." is puzzling.
Please type in: System Information in your lower Windows search bar, click on the System Information app, and look to the right of: System Model, System SKU and: BaseBoard Product and provide that information.

Ok, thank you. I see a problem now. I bought this computer, refurbished, a couple of years ago from Discount Computer Depot. My receipt says 16" HP Laptop with 16GB SSD. The HP Assistant shows it as HP Envy x360 ZBook 16, but I'm not sure if it detects it or if they or I typed that in long ago. But here is what I see when I do what you said:

System SKU K6E04UC#ABA
BaseBoard Product 1909
BaseBoard Version KBC Version 94.56
BIOS Version/Date Hewlett-Packard L70 Ver. 01.45, 04/17/2019
The only stickers on it are Windows and Intel and the printed HP and ZBook logos.
But I'm still wondering... Why is Windows 11 running just fine with TPM 1.2 ?

Well, this is why: your ZBook is an HP ZBOOK 15 PCNB (K6E04UC) which is fitted with a 4th gen Intel Core i7-4800MQ processor, which is officially not Windows 11 eligible, and has the (fixed) TPM 1.2 version.
Your BIOS/drivers updates can be accessed here: https://support.hp.com/us-en/drivers/hp-zbook-15-mobile-workstation/5387800.
I wouldn't worry about the TPM issue much. As long as W11 runs fine on your ZBook, go with it.
If you encounter any issues, there are a number of reliable and effective methods developed which would allow you to almost effortlessly upgrade your so-called "unsupported device" to Windows 11, such as this easy-to-follow YouTube instructional video shows: https://www.youtube.com/watch?v=lSrmhhigEhY&t=332s&ab_channel=Tips2Fix.
This method uses a clever Microsoft (Server) backdoor Windows 11 install method.
This works great: I have used it myself on a number of legacy (pre 8th gen Intel Core) HP desktops without any issues whatsoever.
Btw, in the off-chance you don't like W11, you have 10 days to roll back to Windows 10. After 10 days, unless you follow the steps outlined in this instructional video, you may need to do a fresh install of Windows 10.
