My CPU does not meet the requirements for Windows 11 but everything else does. Is it possible to change the cpu on such a laptop?

No. There are ways to install Windows 11 on otherwise unsupported hardware, however.

Thanks, I thought as much. Is the upgrade on a non-supported CPU risky?

No it works fine. May cause some issues with upgrades to Windows 11 but there are workarounds for that.
