Am I able to change my CPU processor from an i3 to an i7 on my hp notebook? Will I need to re-install the operating system? Will I have to make any other changes to my laptop?

No you cannot without installing an entire new motherboard and the expense of that will not make sense. Laptops have not been made with socketed removable processors for several years now. If you think your laptop is "slow" you want to look into upgrading the 5400 rpm mechanical hard drive to a solid state drive or adding an M.2 SSD. This is the performance upgrade to be done in 2019 to speed up a computer. Your i3 is actually a pretty competent CPU and its the slow storage that is holding you back. You have plenty of RAM at 12 gigs.
