I want to know if i can change my processor and graphics card in my HP notebook. for example from i5 to i7.

Depends on how old it is. Generally not for processors on laptops made in the last 5 years and almost never for video card.

i have Intel Core i5-5200u CPU @ 2.20Hz and my GPU is NVIDIA GeForce 830M. can I change any of these? Thanks!

The video definitely not. Whether you can change the processor depends on the model of the laptop. In recent times, most are soldered on. So also highly unlikely but to be 100% sure we need the full model number.

Its a 15-p200 series model and the processor is fixed to the motherboard...no way to upgrade by swapping CPUs.

Best upgrade is a new laptop. There is just no cheap way to make an older laptop into anything more than it is.
