I have a thunder bolt 3 port on my hp envy 14.

HP ENVY Laptop - 14t-eb000 touch

 

The charger that it came with takes 135watts. I know that thunder bolt can take up to 100 watts for charging. 

 

My question is if I plug in a 65watt thunder bolt 3 charger into that port, is that safe to charge and use the laptop?

No, you need a 135W charger. 65W is too weak, it won't charge your machine when in use.

Really? Because when I plugged in a 65watt charger to it, it started charging. Charging LED light came on and in windows it said it was charging the machine.
