Can I use the Startech model DK30CH2DPPD to power my HP Envy with the proper cable conversion

Your machine does not have USB-C port at all. its specs

It only has

 

Multi-Format Digital Media Card Reader

  • 2 SuperSpeed USB 3.0
  • 1 Universal Serial Bus (USB) 2.0
  • 1 HDMI
  • 1 RJ-45 (LAN)
  • 1 Headphone-out/microphone-in combo jack

Even it has USB-C port, that dock is NOT a compatible dock.
