For whatever reason I had my friends' HP charger and I ended up breaking it, I gave him mine instead when he asked for it back.

The Regulator Model of my charger was: TPN-FA02. His was: HSTNN-CA40.

My Wide Range Input was:

100-240V~1.3A,  50-60 Hz

OUTPUT:

19.5        2.31A    45W

His Wide Range Input was:

100-240V~1.4A,  50-60 Hz0

OUTPUT:

19.5       2.31A       45W

Would the Laptop/Chromebook he has be compatible with my charger based on his charger given it can fit in the charging port?

The specifications of both power adapters are virtually identical, but the power adapter's connector which plugs into the notebook DC header is too small.  Yours: 4.5mm * 3.0mm

                                                                 His:     4.5mm * 2.7mm

Eventually the smaller connector will cause damage to the DC header on  your friend's laptop.

Your power adapter is OK for a temporary solution, but in the long term it must be replaced.
