Can a Samsung 980 PRO NVMe M.2 SSD 1TB be used in a hp Spectre x360 15 intel i7 8th gen device

Hi:

 

It can, but since your notebook's M.2 slot is only PCIe Gen 3, you will get nowhere near the 7,000/5,000 MBPS advertised read/write speeds.

Yes, if you don't want to spend the extra money on the 980 Pro for nothing.

 

The only reason I would buy the 980 Pro in your situation would be if I was planning to move it to a newer desktop or notebook PC that has a PCIe Gen 4 NVMe slot in the very near future.
