Thanks for reaching out to us on HP Support Forums. 🙂 I came across your post and would like to help.
I understand that you have an HP Pavilion x360 - 14-ba075tx laptop. I read that you would like to know if the laptop can charge through the USB type C port using a standard USB type C Cell Phone Charger or by using Power Bank with USB type C Cable.
I'm afraid, it is not recommended to charge the laptop using a cell phone charger. You would need a high capacity power bank to charge the laptop (38000 milliamps and above) to charge the laptop.
Hope this answers your question. Keep me posted if you have any further questions. Take care! 🙂

Thanks for getting back to us.
A mentioned earlier, we do not recommend using cell phone chargers to charge the laptop.
Secondly, I checked the product specifications for this laptop model and found that it uses a 65W charger.
Hope this information helps. Good luck!

Very short answer: No, it does not have USB-C port which support PD (Power Delivery). It specs
https://support.hp.com/in-en/document/c05562663
which shows it ONLY has
- 1 HDMI;
- 1 headphone/microphone combo;
- 1 USB 3.1 Type-C™ Gen 1 (Data up to 5 Gb/s);
- 2 USB 3.1 Gen 1 (Data transfer only)
Regards.
