@HAROLD321 -- is this your computer: HP ENVY dv7-7250us Notebook PC Product Specifications | HP® Customer Support
That web-page indicates that you do have a dual-core (or quad-core) processor, but of a quite-early "generation".
So, the short answer is "no" -- you will need additional upgrades, including a quite-new "eighth generation" processor, and a motherboard that supports such a recent processor, to run Windows 11.
Instead, keep using Windows 10, through October 2025. Beyond that date, Windows 10 will become "unsupported", which forces you to purchase a new computer, with Windows 11 preloaded.
P.S. Searching, I found online "reviews" of your computer dated 2012 or 2013. So, your computer is quite "old" -- Windows 10 was released in mid-2015.
