Ok, so basically
My hp hp windows 10 laptops SMART hard disk got terminal failure and I can't reset it and need a new one, however i have an hp pavilion windows 8 that works great but needs to be wiped, it has windows 10 operating on it but the screen is shattered and plasma is visible, will I be able to transfer the pavilions hard drive to my hp laptop

Presuming the physical drives can be swapped, your larger issue is one of licensing.
With OEM PCs, like yours, the individual Windows license is tied to the PC, not to the owner. So, even if the drive does connect and Windows Boots up, the license will be invalid and HP will not provide you a new license.
