Yes as long as no SATA 2.5 inch hard drive is installed in the computer the mSATA mSSD can work as the bootdisk.
Just install a decent sized mSATA mSSD (not an M.2 disk) and you should be able to boot to it and install Windows on it.
You may need to use a special storage controller driver loaded during Windows installation as your BIOS may be set to have the storage controller in RAID mode.

You may start to load Windows 7 or 8 and it will say no hard drive detected in which case you need to have drivers on a thumb drive and load them to make the hard drive visible to the Windows installer. If you plan to actually do this post back and I will find you the drivers. Easily available on intel website.

What version of Windows are you installing?
This is an example:
f6flpy-x64.zip is the one you use on Windows 7 or 8/8.1 64 bit. You just unpack the .zip to a thumb drive and point the Windows installer to where you unpacked it when it asks for a driver.
