Welcome to our HP community forum!
Yes, your HP Laptop 15-Fd0038ca (7Q9S3UA) as fitted with one (1) RAM slot, can be upgraded with a 16GB DDR4 PC4-25600, 3200 MHz, Non-ECC, Unbuffered, SODIMM, 260-pin RAM stick.
Hope this was helpful.

Thank you for the information.
I'm trying to open up the laptop now. There are 4 screws on the back, but once they are removed, the back still can't be opened. Are there more screws hidden under the rubber strips? I removed the bottom strip, but there are 4 circles that look like screws but are not. What other screws are there?

That is an excellent question.
Please take a look at this YouTube tutorial, which I hope is applicable to your laptop as well: (1041) How To Install & Upgrade RAM Memory In HP Red Laptop - Step By Step Tutorial - YouTube.
