Your laptop meets the minimum requirements for GTA 5, weather it will be playable is another question. Find the minimum specs here: https://www.ign.com/wikis/gta-5/GTA_5_PC_Specs

You don't have a video card. You do have Vega 3 Integrated Graphics which should be just fine. Here is a video on an acer laptop with an older CPU (2200G, you have the 3200G) and Vega 3 Graphics. I am not sure if the Vega 3 graphics have received an upgrade in your CPU. https://www.youtube.com/watch?v=0WgGJNADB2I. The person did run it at 1280 x 720 at low settings.
Testing GTA V running on AMD Ryzen 2200U with Radeon Vega 3 graphics, in an Acer Aspire 3 A315-41 laptop. The game was tested at 1280x720 on Low detail settings. Frame rates were consistently over 30fps, giving a playable experience. System Specifications: Acer Aspire 3 A315-41 laptop AMD Ryzen 3
