Microsoft Windows 11

My laptop (hp stream model 11-ako515sa) won't complete the latest Windows 11 update. There is hardly any room on the C Drive, even though all files have been deleted and clean ups have been done. I've been in touch with Microsoft and they told me I need a bigger hard drive, and to contact HP for advice. I know you can't increase hard drive size with this laptop. I want to know how can the C drive be full when there's nothing on the computer? And, isn't the laptop designed to install Windows 11? It has 64GB storage. (Although in reality it is reading 57.2GB storage).
