My Laptop won't send a signal out the hdmi port when I connect it to my library's input to their projection system. I have checked the [sound] [playback] window and there is only one icon there for:
"speakers
Intel smart sound technlogy
defai;t device"
I currently don't have anything at home to connect the HDMI cable to. Also checked is:
[x] show disabled devices
[x] show disconneced devices
Also, is there a way to troubleshoot HDMI without having the cable connected to another device?

Welcome to the HP Support Community. This is a great place to get support, find answers and tips to your technical queries. I have reviewed your post and I understand there's an issue with the HDMI display.
Appreciate you trying the steps. Don't worry, I'm here to help!
Let's try these steps -
Step 1 Hard Reset -
1) Shutdown the computer.
2) Unplug all the Adapter and peripherals connected.
3) Press and hold down the power button for 15 to 20 seconds.
4) Plug-in the Adapter.
5) Try to turn on the computer.
Step 2 Windows Updates troubleshooter -
Click on this link to run Windows Updates troubleshooter.
Step 3 Windows Updates -
1) In the search box, type and open Windows Updates.
2) Check for updates.
3) If the updates are available, click on install and restart the computer.
Step 4 HP Support Assistant Updates -
1) In the search box, type and open HP Support Assistant.
2) Check for updates.
3) If the updates are available, click on install and restart the computer.

I found an HDMI port on my TV and I can put my desktop picture on the TV. My problem now is that when I connect it to my Library's projector earlier today the projector didn't get the signal. I don't know for sure if the problem is with the laptop or the projector.
A clue might be that when plug in the HDMI cable, a temporary picture is projected that lasts for about 1 second. Then it goes back to the no-contact message. This happened with my cable and with the library's cable.
Since then I have performed the hard reset and the Windows 10 diagnostic which didn't find any problem. I have not yet gone back to the library to test again. But I plan to.

As you can connect the TV using an HDMI connection, it certainly sounds like an issue with the projector.
1) Have you selected the correct input source on the projector? If you have not selected the correct input source you may have display issues.
2) Have you tried checking with a different HDMI cable?

I was able to connect to the projector through HDMI. However, in order to do it I had to set the monitor option (F4) to duplicate. When the projector displays the laptop screen turns off.
Is there a way to make both be on?

Try these steps -
When the laptop monitor is OFF and the projector is ON, press the key combination and the projector should be OFF and the laptop monitor should be ON. Pressing the key combination the second time turns both the laptop monitor and projector ON.
