My son left his computer in the car overnight when it was cold. Pretty sure he ruined the hard drive. I have the same exact model and can swap the hard drives and mine works fine in his but his doesn’t in mine.
I bought a new hard drive and put it in the computer. I then downloaded Windows 10 to a USB. Upon turning it on I hit F9 to load the boot menu. Change it to the USB and HP logo comes up then it just stays on.

There could be several different issues in play ...
Those laptops, since they came with Win10 preloaded, also came with UEFI mode established. That means any Win10 install media you create needs to be able to boot using UEFI not BIOS. If when you boot the PC and press F9 to see the boot devices menu, the USB shows up under EFI devices, then it should boot in UEFI mode.
If the USB just plain does not boot, then you need to go into your UEFI settings and disable Secure Boot.
Also, read this post about backing off the drivers on the working laptop. Back them to a USB stick and since the Windows media will NOT have those drivers, and the laptop needs them, after you get Windows installed, restore the drivers from the USB backup: https://www.tenforums.com/tutorials/68426-backup-restore-device-drivers-windows-10-a.html
