I was told that this laptop had windows hello facial recognition. But in settings ALL the hello settings are"currently unavailable"

I believe the PIN Sign-in option should be available - PIN sign-in is part of Windows and is not associated with your brand of computer.
From Microsoft:
includes a link at the bottom of the page to ask for help from Microsoft.

There are many articles on this subject available on the 'net - some of the more common fixes involve creating a new account (administrator) using either your Microsoft Account or local account.

You are correct - you were misinformed. This computer does not include the high-grade IR camera required for Facial Recognition.

Open Support Home
Enter the name of your device
Next...
Hello Face requires that your particular computer include the correct type of camera to support the "Face" feature.
Find out what kind of camera you have:
Control Panel > icon view > Device Manager
Open Cameras
Windows Face logon requires the high-grade IR camera
Another quick way to check whether the computer thinks it can do this:
Settings > Accounts > Sign-in Options
If Windows Hello is not available, you will see a message:
Windows Hello Face
This options is currently unavailable - click to learn more

Hopefully, you can remove the errant PIN and start over.
Be careful - some fixes might be worse than the current situation. For example, steer clear of registry changes and be wary of random website "tools" that promise to fix your computer.
Microsoft owns / runs / commands the software for this - see what their forum can offer.
