Writing in English I hope you can decipher. Here is the Manual for your laptop:

The specifications say the USB-C port on the rear is Thunderbolt. I thought Thunderbolt includes the ability to do "Power Delivery" which means accept an incoming charge through the USB-C port. However, the Specs do not say it can do "Power Delivery". The laptop was delivered with a barrel type adapter and in most cases if the laptop can charge by USB-C HP supplies that kind of adapter. Also, you are using a third party power bank which potentially could work but its not best practice to use a third party device to charge your HP laptop in any case. I would say if you can charge your laptop by USB-C it would only be through the rear port, and I believe even that is not possible. And by the way "HP Sleep and Charge" is not Power Delivery. That just means the USB port will put out a small charge like for a cell phone even if the laptop is in sleep mode. Good luck.
