I have just bought this,

It charges from the HP provided mains cable and block via the USB C port, but not from other cables/batteries that will charge my phones and tablets.

Is this a hardware fault, or are their specifications above usb c that are needed.

Chargers for your phones and tablets are too weak. You need at least 65W as its charge as shown on its specs:

It seems I need not only a new converter/transformer, but a cable rated for 65w.
