I have UGREEN 25000 mAh 145W charger.
It does not charge the laptop when connected via USB-C to USB-C cable to any of the USB-C ports, neither when in sleep mode or is turned off.
But the powerbank can charge other laptops.
How can I charge my laptop using powerbank?
The exact model is HP ENVY 15-ep1890TX.

The USB-.C port of the laptop does not support Power Delivery so you cannot charge your laptop through this port.

And how many volts does it send, how many ampere ?
Everything you indicate has not been tested, and I sincerely believe it will not work, but it is your money and your laptop can do the test.
