I wish to purchase a power bank to charge my laptop when out and about. The highest wattage power bank I can find has a rating of 130W, but the power supply that came with it is a 135W Smart AC power adapter. 

Can I charge my laptop using a 130W power bank?

If supported, you can use 130W, which is very close to 135W. It can charge but may be a bit slower. Is your 135W charger also an USB-C charger ?
