I will ask HP internally about this as well. There is not a great deal of information in the available reference material.
Here is an update to my internal query about your question.
Internally, an HP representative, has stated that " Our PCs don't have both AC adapter ports and USB Type-C power adapters. It's either/or."

If your laptop was not delivered with a charger that used the USB type-C port as it connection method, the answer is no.

Thank you for the answer.
The charger in the kit did not go, but you can buy it separately.
It is important for me to understand if I try to connect a charger or a PowerBank, will I damage the laptop or not? a very important issue since there is a need to charge the laptop on the way.

Still a question if I do not have the original PowerPack? but there is a PowerBank for example, Xiaomi, is there any chance that the laptop will fail or did HP provide protection for this case, maybe he just will not charge??

Just a few moments ago, I finished crafting a thread in the internal forum where HP Experts can ask questions of HP subject matter experts.
I asked for more information. I should have it in a few days.
The HP 22400mAh Power Pack (1AJ42AA) is published by HP as being compatible with the HP Pavilion Power - 15-cb038ur notebook. I got the compatibiity information from an official HP product information document.
I certainly would not and will not state that a third-party power bank will work with the notebook. I only have information on the one that HP sells and lists as being compatible.
There is no industry wide standard for USB 3.1 Type-C ports, only general descriptions of the various generation types and capabilities.
If you decide to try the Xiomi power bank instead of the HP published compatible version, the risk of it not working or damaging your notebook is all yours!

We will wait for information from the internal forum of specialists.
It is unlikely that HP will not make any statement guaranteeing compatibility with a third-party Power Pack (bank) with the notebook.
I expect that I will have information on which of the USB 3.1 Type-C ports on your notebook can be used with the HP Power Pack.
