My question is about charging a laptop via usb, does my laptop version (ek-0013dx) support PD or charging from a powerful power bank?

Its specs

which says NOTHING about its available ports. From page 2 of its manual (document c06638089.pdf), it has
- HDMI v2.0a supporting: up to 4096 × 2160 @ 60 Hz with HDCP 2.2
- Audio-out (headphone)/audio-in (microphone) combo jack
- USB 3.2 Gen 2 Type C with Thunderbolt™ Gen 3 technology (right side) (select products only)
- USB 3.2 Gen 1 Type C (supports HP Sleep & Charge; right side)
- USB 3.2 Gen 1 Type A (supports HP Sleep & Charge; left side)
- RJ-45 (network) jack
- Mini DisplayPort 1.4
- AC Smart Pin adapter plug
Very hard to say with NO available specs. It requires 200W charger therefore using normal power bank is not an option
