A while ago the posts say that you cannot charge with a USBC port or cable.  on Aug 15 2019 HP has a page that has 3 ways to charge a laptop.  I have a C port on my Laptop and will not charge.  Not sure if that port has to be configured?

No configuration is needed or possible. Some USB-C ports have "Power Delivery" which means can accept incoming charge. Others do not. If we can have the full model or product number your specs can be checked.

Your port is fully Thunderbolt compatible which means it has all the options including USB-C charging. HP offers an optional USB-C adapter for it which further supports that it can charge via the USB-C port.
