I gave my mother in law a new Chromebook a week ago, and now it isn't charging. It does not seem to recognize that the charger is plugged in to either USB-C port. Earlier, it was flashing a white light beside the port on the right side, but now it's not. I read somewhere that it may be in shipping mode, but she says it was plugged in overnight, and didn't charge. The battery is now showing 1%, and there is no indication that it's charging. If I plug the charger into my phone it will charge it, so I don't think it's an issue with the charger. Any suggestions?

The USB-C port is probably not damaged if you just got the Chromebook. That could be the issue, but most likely it isn't.
Also, I know you said the charger probably wasn't the problem, but try getting a new USB-C cable. If you charged it for 24 hours and the light isn't illuminated orange, then a new cable approved by HP should work. That is the most likely solution.
