I recently bought a Samsung 980 NVMe m.2 SSD 1TB to replace the older ssd. I cloned the disk using mini tool. Everything worked except when I remove the old ssd my computer will not boot on the new ssd. I have tried changing the boot order but the new ssd does not appear in the bios settings

It sounds like to me that the new ssd has an issue with the boot system which resides in the efi partition which is separate from Windows partition (C: drive). If you just cloned the C: drive only, the new ssd doesn't boot.
If you cloned the entire drive, perhaps some files in efi partition on the new ssd are missing or corrupt, or bios somehow doesn't detect the boot system on bootup. You can find out if the latter is the cause of the issue by trying to boot the new ssd manually. Let us know if you cloned the entire old drive or not.
