Thank you for posting your query, I will be glad to help you.
I see that your HP Chromebook X360 - 14b-Ca0013dx does not power on.
Please follow the steps listed below to verify the power settings and also perform a hard reset:
Step 1: Verify the power to the computer and battery charging status:
1. Ensure the computer is connected to working power.
2. Plug-in the AC adapter to a functioning wall outlet.
3. Connect the power to the computer.
4. Check for lights illuminated on the computer or on the AC adapter.
5. Check if the battery is charging in the lower right status area of the screen.
6. Check the battery indicator light above the charging port on the laptop.
Step 2: Perform a hard reset:
Note: A hard or forced reset erases all information in the computer memory. This forces the system to clear and reestablish the software connections between the BIOS and the hardware. A hard reset does not remove any local files or settings.
1. Press the power button and refresh button for five seconds. The computer turns off and then turns on again.
2. If necessary, press the power button again to turn on the laptop.
