I am looking at the HP ENVY x360 - 15-cp0013nr, but there is no customize on it. Can I order with a larger SSD if I call in or something? 128GB is just too small.
Also, I'm assuming it can only hold 1 M.2 drive? Can it hold an M.2 and a HDD?

It does support HDD and SSD dual configuration. Maintenance and Service Guide is here. Even though the largest SSD offered by HP per the manual is 256gb you can use larger capacity if you purchase it at retail:
As mentioned by @Dragon-Fur you can choose a customizable model to order a larger SSD or SSD/HDD combination. Or buy the model you are looking at and replace the SSD with a larger one -or add a hdd.

Unless the configuration can be customized for purchase, the model you see is the one you add to the cart.
There are options to customize an "Envy x360 15" if you select one of the model series that supports a customized build.
Example USA store: Store.hp.com > search results for "Envy x360 15"
Select one of the models that includes the box "Customize & Buy".
You do not have to actually buy the computer to go through the customization process. You can also look at the Spec / Tech data to determine whether the model is the "one for you" or could be customized as you like.
Examples - Models available in the USA:
HP ENVY x360 Laptop - 15t touch
This model is "mostly" preconfigured. Nice machine.
HP ENVY x360 Laptop - 15z touch
The Spec configurations available for this model vary - you can choose from selections in each / many categories.
Your best option is to contact the hp store in your region - the contact number is at the top of the website. Examples not in your region? Scroll down on the page and click the Flag to change Country / Region.

If you like, pick the model for which you want specification information,
Open theSupport Home and select your model >
Open Category User Guides > Open the Service Manual.
Read the details on the hardware - pay attention to what is inside the chassis. If there is an option to shove another drive into the compartment, the part numbers and specifications should be included. Want a different size or brand drive? Not my area of expertise to advise you.
