I discovered that the problem lies with HP USB sockets, or maybe any USB socket and the Countour Rollermouse.  The Rollermouse cannot share a USB circuit with another USB port, especially if that other port is being used for the keyboard.  I don't know where or what the conflict is, but the two devices have some kind of conflict and it causes a disconnect of the whole panel: Both mouse and keyboard disconnect, you'll hear the tone, then they reconnect.

 

The solution is to get a USB-C to USB-A adaptor, such as this one: https://www.amazon.com/dp/B07TJ38SDW?ref_=ppx_hzsearch_conn_dt_b_fed_asin_title_6&th=1.  Connect it to the USB-C ports on the other side of your computer from the keyboard, and connect the RollerMouse to that. 

 

I haven't had a problem since doing this.

 

The reason I suspect HP USB ports as the culprit is that I has a prior problem with the USB port:  If I had accessories connected when I turned it on, it would frequently boot up to the setup page.  I thought there was something seriously wrong with it, but that turned out to be the cause.  it just didn't like having something plugged into it at startup.  It makes me suspect the HP USB port architecture generally.
