[Laptop : HP 250 G4]

Hello,

Yesterday, when turning on my laptop, I started to get a black screen with the 90b error code saying  that a cooling fan had stopped working :

"The system has detected that a cooling fan is not operating correctly.

Continued operation is not recommended and may cause unpredictable behavior that could result in random shutdown, data loss or possible damage system.
The system will shut down in 15 seconds to prevent shutdown and continue operation press the Enter key now
System Fan (90B)
ENTER Continue starting"

The thing is, my computer has no fan. (I bought it that way, and it has worked like that for many years)

so... Here I am with an error code telling me the fan is not working while there has never been any, I am very confused on what to do.

If I press Enter to prevent shutdown, the laptop gets SO slow/lags so much that I cannot do anything, even open my browser.

Anybody can please help me?

See pages 52 and 54 of the Service Manual:

There is no fan you are right. The processor is passively cooled. The only service I can think might help is to remove the metal plate over the processor and clean up and apply new thermal compound. The motherboard is detecting some kind of thermal issue and perhaps the only message the BIOS can throw off is the 90B error. If this does not work I would say you have a faulty motherboard.
