When I turned on my hp laptop windows 10 the prompt saus , A cooling fan is NOT operating correctly. Continued operation is not recommended and may cause unpredictable behavior that could result to random shutdown, Data loss or possible system damage. Can anyone teach me what to do to fix this problem

If the fan is not spinning, try cleaning to get rid of any dust blocking the fan blades.

This HP video shows how to clean air vents on your laptop.
If after cleaning the fan is still not spinning then it needs to be replaced. If under warranty then return the laptop.
Let me know if you want to disassembly and replace it yourself.

Actually, i went to a computer repair shop and someone there cleaned the cooling fan but after a few weeks, the same problem occured. So, is it OK to proceed to windows? Will the system be damaged if I proceed?

The fan needs to spin and you should feel air coming out of one or more vents. Unless you have a gaming laptop there are no applications I know of that can provide the RPM of the fan. Dust can build up quickly.
All modern CPUs throttle themselves if the temperature gets too high. That only protects the CPU and/or the GPU and not motherboard components near the heat problem.
Did the shop disassemble the system and check to see if the fan bearing are aging? If all they did was blow air you did not get much for your money.
