While I was playing games I noticed that my FPS was constantly dropping. Decided to check it out on CPU-Z and looks like my core speeds drop from around 3-4ghz to 399 mhz for no reason at all. It also happens from time to time during normal/non-graphic intensive tasks such as something as simple as opening up my start menu. My whole computer will slow down momentarily, almost freezing, and then go back to normal again.

My temperatures are also very reasonable, only going to a maximum of 60 degrees celsius when in a game, and staying at around 40-45 when idle. I've cleaned the fan, heatsink, replaced the thermal paste. I've also adjusted the PC settings for best performance (no desktop animations, etc.) Laptop is plugged in. Best performance yields similar results: https://streamable.com/x999z 

 

Can anyone tell me why this is happening?

@hopt28 Welcome to HP Community! Here's what I recommend you do, to resolve the issue:

  • Right-click your desktop background and select NVIDIA Control Panel. You can also find this tool by performing a Start menu (or Start screen) search for NVIDIA Control Panel or by right-clicking the NVIDIA icon in your system tray and selecting Open NVIDIA Control Panel.
  • To quickly set a system-wide preference, you could use the Adjust image settings with the preview option. For example, if you have old hardware that struggles to play the games you want to play, you may want to select “Use my preference emphasizing” and move the slider all the way to “Performance.” This trades graphics quality for an increased frame rate.
  • By default, the “Use the advanced 3D image settings” option is selected. You can select Manage 3D settings and change advanced settings for all programs on your computer or just for specific games. NVIDIA keeps a database of the optimal settings for various games, but you’re free to tweak individual settings here. Just mouse-over an option for an explanation of what it does.
  • If you have a laptop with NVIDIA Optimus technology — that is, both NVIDIA and Intel graphics — this is the same place you can choose which applications will use the NVIDIA hardware and which will use the Intel hardware.

I recently found out that my core speed and FPS in games were perfectly fine as long as I did not have my 45W charger in(charger came with laptop). As a test I put the power mode on best performance for when I had it plugged in and while it was running on battery, same results.  Will that give you any insight into what kind of problems I'm having? I still don't know the issue, but I will try what you have recommended and see if it works and get back to you. 

 

EDIT: I do not see Nvidia Control panel when I right click my desktop or when I use the start menu, but I do see Geforce experience. Is that the same thing?

I have tried what you asked and I am still getting the same results. Read my above post about how my FPS is only dropping while my laptop is plugged in. When it is not plugged in it works perfect.

@hopt28 The charger acts as a power source for when the notebook is plugged-in and delivers 2 main things, voltage and amps.

The voltage is usually constant but the amps provided are decreasing with time and charger usage, therefore the charger is delivering less than the computer needs.

 

Solution, try another charger & if the other works fine, I suggest you talk to HP support and discuss your options,

follow the below steps to get started:

 

1) Click on this link - http://www.hp.com/contacthp/

2) Click on Sign-in or select the product using the below step:

3) Enter the serial of your device.

4) Select the country from the drop-down.

5) Click on "Show Options".

Fill the web-form, to populate a case number and phone number for yourself!
